About the Position

The Finance Manager is responsible for overseeing or contributing to the development and administration of financial systems, services, and programs including budget preparation and analysis, journal entries, annual external audit, and preparation of monthly and annual financial statements. This is a skilled professional position requiring knowledge of accounting and financial methodologies and their applications.

Primary Responsibilities

  • Working relationships. Offers superior human relations and communication skills working with diverse people including staff, patrons, and vendors. Accepts and completes assignments from the Chief Executive Officer and Chief Financial Officer in a professional and timely manner.
  • Finance processes. Responsible for oversight of the financial team that processes accounts payable, accounts receivable, p-card and credit card reconciliation, payroll, and fixed asset inventory. Works closely with the Executive Team and Management Teams to manage the financial affairs of The City Library and supports the Library’s strategic plan outcomes through effective financial management. Oversees annual physical fixed asset count. Maintains and audits fixed asset records.
  • Analysis and reporting. Analyzes administrative and financial information and makes appropriate recommendations. Monitors and evaluates Salt Lake City property tax funding and reconciles the final settlement of taxes. Prepares data and oversees the annual financial audit with an external auditing firm. Examines and verifies the accuracy of all reports, vouchers, and accounts, including various grant monies. Responsible for the filing of sales tax reports, unclaimed property reports and State of Utah transparency reports.  Collaborate with the Chief Financial Officer to report on financial information and monthly and annual financial reports to the Library Board of Directors.
  • Budgeting. Participates in the preparation and administration of the Library's budget by providing ongoing financial information to the Executive Team and Managers for planning purposes. Coordinates budget revisions throughout the year.
  • Internal Controls. Advises managers providing information and recommendations about fiscal administration and assures library-wide compliance with established budgets. Establishes internal controls to ensure accuracy, integrity and compliance with GAAP and other governmental requirements. Performs internal audit to ensure financial policies are being met.
  • Policy and Procedures. Recommends updates to financial policies and procedures.
  • Leadership. Provides significant leadership within the Management Team to create the vision and goals of the Library. Evaluates the Library's progress and future needs. Provides commitment to a philosophy of dynamic and shared leadership, including the concept of employee collaboration in a team environment. Communicates the philosophy and direction of Library services. Represents the Library in local and national organizations.
  • Employee engagement. Builds a high performing staff team that supports the Library experience and the organizational goals. Encourages creativity and healthy discussions among staff to arrive at creative approaches and solutions. Makes hiring decisions. Matches staff talents and skills with projects and allocates resources. Trains employees, monitors performance, sets goals, evaluates and motivates team members. Coaches, counsels and disciplines staff members not meeting expectations or requirements.
  • Communication. Effectively communicates and negotiates with the Leadership Team and the Management Team in an effort to build organizational unity. Positively represents organizational messages. Ensures the Library’s message and brand are clearly delivered. Supports and promotes the mission and strategic goals and communicates system-wide goals and measures. Recognizes and conveys the importance of providing satisfaction and value for taxpayer funds.
  • Decision Making. Makes well informed, sound decisions with focus on the organization as a whole. Assesses alternatives by considering best practices, multiple viewpoints, and perspectives. Analyzes, understands, and considers financial implications of decision alternatives. Effectively implements decisions and evaluates results.
  • Teamwork. Fosters positive teamwork among Managers and workgroups. Shares perspectives with the team and contributes to the dialog in reviewing initiatives, policy changes and library operations.
  • Other duties as assigned.

Minimum Qualifications:

  • Graduation from an accredited college or university with a Bachelor’s degree in Accounting, Finance, Business Administration, Public Administration, including at least nine (9) credit hours of coursework or a closely related field, or the ability to obtain within 2 years of employment.
  • Three years directly related work experience is required, one of which must be in a supervisory capacity.
  • Education and experience may be substituted on a one-for-one basis with the exception of supervisory requirements.
  • Knowledge of governmental fiscal accounting principles, practices, and procedures.
  • Knowledge of budget development, fiscal responsibility requirements, and the ability to research trends and directions of public service agencies.
  • Knowledge of state laws as they apply to library financial practices.
  • Knowledge of various revenue sources available to libraries, including state and federal sources.
  • Knowledge of legal and political issues affecting libraries and local governmental operations and management.
  • The ability to communicate effectively verbally and in writing and to implement cooperative problem-solving processes.
  • Advanced knowledge of computer technologies that affect financial operations, including various software applications.
  • If travel is required for Library purposes, must have transportation. If using personal vehicle, must maintain state-required insurance.

Preferred Qualifications:

  • Government or non-profit experience.
  • Knowledge of business law and a general understanding of legal contracts.
  • Spanish language and/or other non-English language skills.
  • Experience with library programs and services.

Working Environment:

  • Work is performed in a library environment.
  • Subject to repetitive movement; standing, walking, bending, reaching and lifting of objects. May be subject to standing or sitting for extended periods of time.

Schedule:

  • Full-time 40 hours per week. Occasional evenings and weekends may be required.

Compensation:

  • Starting Range 22; Minimum $35.41/hour $73,652.80/annually.  Compensation is commensurate with experience.
